 3 Shots, merged in Photomatix, then layed on top of the "normal" exposure and blended. Crop, curves and levels. Not sure if this will be treated as a shoehorn ... This is London Bridge and The Mayors office, what could be more troubled than politics, lol.

Prediction 5.25, considering it took about an hour to edit somewhere near how I liked it, probably more effort than it's worth :)
