The big problems for me in this shot are the following: It is too busy with too many colors/patterns from the bags to the blouse, It is very noisy maybe it was too dark or your iso was set on the high end and there is a lot going on in the background. I would suggest to simplify eberything, bounce a flash and make sure the iso is set lower and open up the aperature so you can blur the background.

I'm sure you are already getting beat up on this pretty badly, but I still feel obliged to give the courtesy an explanation for my own low vote, so here goes:

-Harsh onboard flash is not flattering to the subject. It rarely is.
-Top of her head is lopped off by the frame
-Very grainy, high ISO shot.

Such indoor low light conditions are usually tough to work with. Using a tripod, lower ISO and lower shutter speed could possibly allow you to get a more pleasing shot with the ambient light. If you have a camera with a hotshoe, getting an external flash that you can rotate to bounce off the ceiling is also a good option.

a jolly snapshot; surely a delightful inclusion in a scrapbook - but not something that i see as having any broad appeal
