 It's a light bulb.
Opened from RAW with no adjustment.
Screw thread and some odd stuff below the bulb cloned out - some area(s) selected to enable that. Some blur brush on the edges of that.
Neat Image applied 2x
Selective colour: Blacks - Cyan and Yellow maxed up and Magenta taken right out.

Title is a bit long and confusing - but we don't judge on titles. I'm finding the white strip in the bg and the ice in the corner a bit distracting. Is that ice? However, I do like the balloon and what appears to be a halo around it.

The title and processing are over my head, like it's a book you are quoting that I have not read. The balloon looks more like a bubble to me and I guess because I don't get the title I can't appreciate the selective desat and kelly green treatment. Sorry.
