Adjusted Clarity in Raw by 100%. Opened in CS3 and converted to black and white. Adjusted tones to increas whites in the buildings and foreground foam. Cloned out some spots, sharpened, resized, added border.

My observation is that all the dark parts of your image are too dark, which gives the image an overly contrasty look. Lightening the darker half with a curve will not eliminate significant detail from the highlights, and result in an image that appears natural.

Great scene but I don't think it has come through your processing unscathed. All a bit 'crunchy' for me and the sky looks a little broken up with artefacts.

Pretty good composition based on the rule of thirds and good use of the foreground. The light strikes me as a bit harsh, though.
