it is indeed a slow shutter but only for the light trails. an off camera was used for the the face.

thanks for the comments! there are question regarding "where is the double exposure". from what i understood with the rules and theme, this idea is what i came up with due to lack of double exposure feature in my cam.

just put it this way. first exposure (long exposure) is for the light trail, second one is for the face coming from an off camera flash. although technically my camera only exposed/clicked once. the exposure i had in mind was for two main element on the photo.

just thinking out loud : )
