I have always liked this view point, and finally went out to shoot it. Unfortunately, it didn't turn out as good as I hoped it would, and I didn't have time to return.
The scene is looking down state street, towards our capital building. It really is pretty down there. I actually like the bike in there because Madison is one of the most active biking cities in the US.
Fun fact, those spots that look like dust, are actually birds (visible in the RAW file)!
Post processing included bringing out the detail in the shadows, adjusting the contrast quite a bit, sharpening, and applying the Film Stock filter (does vignetting, contrast, saturation, and grain).

Horizon not quiet there, pic is slightly skew, building in the background is leaning to the left.Photo needs something... the sky is a bit dull... it needs more colour.
