Taken with an external flash. Waited for the flash, then accelerated backwards to get the effect.
Appart from that, just cropped and sharpened & adjusted levels a little.

Nearly all comments ask how I did this.
I made the letters by tapeing photocopy paper together and sticking them onto the side of my car. Then set the camera up on a tripod, with a more powerfull external flash. Set the self timer and ran into the car. After the flash went off I accelerated backwards to give the streaks.
