This looks like a two piece pulley pinned with a rivet at the end of a long arm. The twist or warp in the metal on either side of the pulley looks like overload damage somehow? I like the image - nice capture - 7

This is a winch I think. It's a bit blury, I think the winch if it is that would look better sharper.
