Interesting use of blur. Actually it's pretty cool for those that stop and think about it. With the nice sharp trunks and the moving branches it gives a sense of wind that is hard to capture in a photo.

Obvious tripod use: Medium-high. To me it's obvious a tripod is needed, but I wonder if voters who are not really paying attention will miss the details here.

Yes, there's some branch movement. But it's certainly not a shot that couldn't have been done handheld in a windy situation.
