Cool use of light painting. Without the light streak in the background, this would have likely been a relatively boring photo to me. But that little touch makes a huge difference.

Obvious tripod use: Very high.

Obvious use of a tripod, or any other long-term stabilization tool (1-10 *is not the score of the shot though*): 10
The car by itself could be done with flash guns, but the road behind gives it 'taken with a tripod' proof.
