 With my friends Dave and Kate's daughter Celia, 8-1/2 years apart.

As seems to be the case with almost every challenge, I knew I already had a picture which fit the desciption -- in this case I was able to find both a print of it and Celia willing to recreate it.

-Handheld (tilt-swivel LCD very handy for this!)
-Manual mode
-FL 36mm (35mm EQ)
-RGB and Blue/Yellow Curves, masked from old picture
-Extra Curves to Celia's eyes to lighten a bit
-Slight Dodge to catchlight
-Minor cloning, dodging and desaturation to moustache
-USM at 16%/64 dia/TH = 0
-USM at 88%/0.8 dia/TH = 5 (applied twice)
-Enlarge Canvas to make black border
-Resize
-USM at 66%/0.6 dia (applied three times)
-SaveAs JPEG at quality 8/10 = 253KB

Like an idiot my first thought was "I really like this picture but the border is horrible." It took me a couple of looks for it to really sink in.
