 Shot taken near the Loew's hotel in New Orleans, LA, at the (I think) Plaza Italia (or something of that nature). It's a big, complex fountain with lots of neon lights all around.

Ooo, so close -- this is almost a fabulous image. Your approach is sort of in between techniques: fast shutter to capure the droplets or slow shutter to make the falling water look as smooth as silk. Either way, definitely a tripod and timer/cable release is the way to go.

Nice try. But is so strange to me. The neon theme is not so clear.

There is not enough contrast between the water and the lower material it is spilling over. The image also appears blurred as though taken by hand at a slow shutter speed.
