Somebody's got rocks in the head and let some of them spill out and onto the camera's sensor along with a bit of the accompanying primordial ooze. And then, sadly somebody tilted the resulting pixels into the Challenge. Shoe-in? No, shoo-out!

*sorry, i tried to be really harsh, i just can't do it. i like the sky and ocean in this, my only criticism is the stupid rocks in the foreground.
I mean really, could they not have the decency to get the hell out of your picture? photo-bombing or WHAT?!?
seriously, some rocks just have people in their heads... |

Something's not quite right down at the pier...by eschelarComment by JamesDowning: I dislike the foreground. It's quite unpleasant and noisy... and leads me to think maybe the white balance was off.
I also do not see much to lead the eye around the picture, so the eye gets stuck in the strange green swirls, which I can't figure out what they are - which bugs me.

Something is not quite right with this photograph. Actually there is not anything right with this photo. In fact referring to this a photo is a insult to the pixels you abused when creating this monstrosity. The fact that you think anyone on earth besides your mother would think this is worth a second of their viewing time is unfathomable to me.
I would LOVE to give you some direction on how to improve this but some things in life, like your photographic talents, are just not fixable. Perhaps it is time for a new hobby.
