That being said, nice photo, sharp, but missing that "pop" that is needed to score well above 5, does not matter to most voters the clarity of image, focus or creativity, if it does NOT have that pop factor, not going to score well!

Couple small comments though, for specific photo comments as this one is, I know I (and many others) like to see the photo details, length of exposure, iso setting, f stop, time of day/night, etc etc. Makes making suggestions a little easier.
As to your question concerning the power poles, I HONESTLY did not even notice them until you asked about them (talking about your larger pic), so is up to you, think you could clone them out all right, just do not know if you should bother!

I also think a tighter crop may have helped as there is a LOT of empty space. Maybe placing his eye in the lower thirds, cropping off about half of the empty space.
