There's potential here for a great shot. The problem is in too many distracting elements. Between the multiple street lights, and the phone lines in the foreground, my eyes are taken away from the best element, the waterfall. Based on what I can see, it looks like the streetlights are reflecting in the water. I'd suggest moving closer and recomposing. Trying to get the lights in the water with more focus on the waterfall. It's hard to judge what would work when I don;t live there. :)

Go back and play with this scene a bit. You really have something interesting here. 5 for the distracting lines and extra bits. With the phone lines out, it might have gone as high as 7 for me.
