I thought this question was funny:

I actually put my vote up for auction on eBay once years ago. When a reporter contacted me & mentioned it was illegal (Canada) I pulled it.

How about: The congress shall pass no law expending monies from the public treasury, except with the guarantee that the proponents will personally fund any measure found to be unconstitutional.
