Photoshop CS is the new version ("version 8").
There are some enhancements--better file browser, expanded 16 bit support, expanded RAW support, and my favorite improvement--the "Shadow/Highlight" adjustment. That alone is worth the upgrade, IMHO. |

I imagine that it'd be difficult to buy an older version of ps. Adobe stop distributing older versions after a newer one is released. |

I like the 16 bit support within CS and have just recently discovered the power of the highlight/shadow adjustment.
Gimp does not support 16 bits/channel but is an alternative to PS Elements and is free.

If you already have Photoshop 7, I'd say it's not worth it to upgrade unless there's a new feature that you really want. However, if you don't already have Photoshop, I'd definitely go with CS unless you got some phenomenal deal on 7. |

What is this so called gimp - I've never hear od it and as I currently don't have decent edited software it'd be nice if there was something that was serviceable and free. |

The other day I saw somebody selling their PS 6 for $70. That plus $169 for the upgrade and you have PS CS for just $239. |

The GIMP is a free image processing tool that can do most of the things you can do with Photoshop. I use it for all of my image editing and have found the recent versions to be a huge step forward. The GIMP's interface is a little weird at first because of the way each image and tool dialog has its own top-level window. But once you get used to that, it works great.
If you don't own Photoshop yet, you may be interested in trying the GIMP. You can download the Windows version from here. It also is included with most Linux distributions. Version 2.0.5 is the current release, but v2.2 is going to be released soon and there are a lot of improvements to the interface.
Anyway, the GIMP is a great program, though it is missing a couple Photoshop features that I want: adjustment layers & 16-bit color support. The developers are planning on these features in the next major release, however. |

This is a possible path, but you need to make very sure that the copy you buy is a legal copy of the full version, and is either previously unregistered, or can be legally transferred to you. If the price is very low, one of these conditions is prolly not met.
WIth regard to upgrading, I do believe the upgrade cost is worth it. I upgraded from 7.0 to CS, and am very happy I did so. Just the 16-bit support alone is worth it, IMO, and the RAW file support is very important for DSLR owners. As previously posted, the shadow/highlight tool is a valuable addition for photographers as well.

CS is worth the upgrade cost simply for the 10D Camera Raw support. Brilliant. |

I believe the creator of Photoshop (one of them anyway) also created a plug-in for RAW files?

Adobe originally sold a RAW converter as an add-in to Photoshop 7, for $99 USD. Photoshop CS includes more full-featured RAW support, and they have done a great job updating it for the latest cameras.
