Here was my setup:

The base was cover to a plastic filing folder with a hole cut in the middle to fit the glass. Underneath the base I epoxied a plastic container so that water could be poured around the glass and overflow onto the base. I used duct tape to secure the glass to the bottom of the plastic container, filled with water and used a small syringe to add the droplets around the puddle. As far as lighting, I used 2 AlienBee B800 at 1/4 power aimed at a white reflector for the backdrop.

I've already come back to this one at least 3 or 4 times trying to figure out how you've done this. My guess is that you've carved out a space for the glass in whatever surface you've used, and that surface is either water-repellant or you've put some kind of oil on it to make the water bead up. In any case, it's a brilliant way to say "liquify". Awesome shot! (voted earlier)
