Good on topic street shot. No, great on topic street shot. But I hate the funny bars and white line top/bottom borders. Better to ignore them but difficult. If they are to be considered part of the image, I would have to give a 4 because they destroy the spontaneous Cartier-Bresson impact. So I'll forget the bars and give a 7 for the image itself. Seriously, I have argued with others about this issue and haven't heard a convincing argument to justify the silly bars - unless you are trying to emulate the sometimes appearance on a TV screen, which is a completely artificial artifact that couldn'd possibly have surfaced without the modern TV experiance.

Love the tones, the glistening sidewalk and wet bench, the woman and umbrella, the lines of the sidewalk. Really do not like the row of cars across the top. Nice try at working them in with the title, but I want them gone or as nearly gone as you dare try. I think I would crop to just above the arrow for here; for elsewhere, I'd get rid of them completely somehow :)
