 Well, let's see.

Took the original layer, duplicated it a bunch to make 8 total layers. I flipped and rooted to make sure all were different angles. I used Lighten blend mode, then merged all.

I duplicated that layer, and applied a Neon filter and a City Lights filter with an Overlay blending.

Then duplicated the base layer again, applied a gloom filter, and inverted colors with a Hard Light blending mode.

From there I simply resized, sharpened, and saved.
