You've got to follow the subject while the shutter is open for it to be motion panning.

No panning involved really although there is motion from the water. Left foot chopped off doesn't work.

I'm sure you don't need me to tell you that the concept of panning involves following a moving subject with the camera so that the background (and possibly the foreground) are blurred. This is a fun shot, but doesn't fit this particular challenge. Also, just in general, I'd have cropped out the lighter area at the top of the photo; it's a bit distracting.

Doesn't look like the camera was panned. The only sense of motion is from the water.

The challenge was "Motion Panning". It appears that the camera was still and the water is the only thing moving.

Sorry, but everything is blurry. Part of the challenge description says:
"bring out foreground from background"
You did not do that.
