levels in soft light 29-1.00-255
curves layer using my urban values which is similar to the urban acid action
black layer in hue at 40% set to green.
for these last two layers it will be easier to use the urban acid action than to do it yourself if you are not sure how to get the result.
selective color layer to adjust the colors.
added a little guy in the bottom left via a brush
added some scratchs and symbols in soft light.
added the stars via a brush
photo filter layer using a yellow color set to about 85%(in filter) and masked off everything but the stars.
sharpened using high pass filter.

hope you like it.

removed the stars after a couple of comments

Well, you know that as a photgraphy purist, I am generally opposed to digital art or digital manipulation, but this would be a pretty mundae image without it. ;-) Seriously, you made it into something wall-hangable.
