too much of a snapshot for me, and the title doesn't do it either

She is clearly doing something which we want to see.

I would have liked to see her eyes - she looks like she is simply looking down while sitting not sleeping.

This could have worked better with open eyes and not such a strong head-on flash.

this seems more like a snapshot than a portrait to me. I understand you may have been trying for an expressive shot - perhaps cropping in closer to her face to get rid of the distracting background would help.

She has amazingly long eyelashes!

Based on the title we can assume this lovely little girl is sleeping, but because of the orientation it appears (without help from the title) she's sitting up reading, particularly given the position of her arms. As such, it detracts from the photo as you'd expect from this "pose" for her eyes -- open wide -- to be the focal point.

Harsh flat lighting. On-camera flash, right?

try natural lighting, like a window, or bouuncing your flash off a wall. that will give you more depth to the image.
