 There are a couple of things I don't like about this photo. There was no avoiding blowing out the upper clouds, unfortunately. The sun was shining right on them and teh contrast of the shot was just too high. Also, if this weren't basic editing I would have downplayed the lighter colored buildings in the foreground. Finally, this was taken with a fisheye, which gives everything a slightly rounded appearance and I couldn't get the sun rays directly in the middle of the photo so the curvature is a little screwy (can't quite straighten the horizon). Overall I like the shot, though. Kind of generic, but clearly I'm kind of generic :)

Editing was minimal: crop, lots of midtone contrast, a little regular contrast

Your sky almost looks too sharpened. There is an unnatural texture to it that is sorta bothersome.
