 This is a night photo of the dock with its two large winches that hoist the fishing boats out of the water so the can be dry-docked and out of the treacherous Pacific. The dock's bright lights are reflecting off the Pacific's constant waves.

I like all the lines caused by the running water, but maybe try toning down the reds in the shot, with a hue saturation adjustment to the reds.

Interesting graphic image. I like the colors, and the feeling of motion on the river. The bright parts may be too bright.

I like the way the water looks here, but the lights seem a bit too harsh. I might have done a slightly shorter exposure. Also, it would have been awesome if you had lit the foreground rocks with a colored flash of some sort. :)
