very slight heal brush for moles
Hue/sat on eye whites
curves on eye whites
Duplicate layer lighten
lessen opacity
Unsharpen mask

hue/sat layer - color blend - colorize
Flatten image
Copy duplicate and past into original
change blend mode to softlight
flatten

More of a surveillance camera shot than a mug shot, but very good. I like the lighting, composition, color, and model.
