I don't think the subject of your title is as evident to me as it is to you. Pic seems overexposed.

Not sure what your intent here is other than to show a dam for the generation of electricity with a small amount of rusting of some of the metal. It has a snapshot quality and an overall faded appearance. A different point of view which would use the falls as a backdrop for a foreground rusting part would work far better than this look straight down the top of the dam. It is too short for perspective to be interesting. Some post processing that would enhance the colors and the contrast would also help.
