The Mayor is right! Good capture of a smoggy moment (or, at least it looks like smog!). Black and white works welll here. 7

Pictures like this remind me why I live in Alaska. Wonderful shot, nice believable effect that meshes well with the title. Good to see you took the extra step of desaturation and made it feel like a newspaper photo. Great job.

Too common a story in many places nowadays. Print is pretty muddy with no pure white or black black.

Your headline is a bit awkward, although relevent. I would suggest, Mayor Warns Stay Indoors as Toxic Haze Blankets City. Or simply, Residents Warned to Stay Indoors...

But on to the photo...It works pretty well as photojournalism. It is a bit underexposed in the foreground. I realize you were shooting under less than ideal conditions. Perhaps a tripod and a longer exposure?
