This appears to me to be not so much a "missed focus" as more of a zoom-blur kind of effect, which to me is something quite different. I find it to be quite "busy" and distracting, and don't care for the quite centered composition.

Looks to be primarily motion blur, but there does seem to be an element of focus blur as well.
