The streaky lines of water captures my attention. As one who had experiences a flood, not Irene induced, I can 'feel' the force and yes it is irresistible indeed!

I am not a huge fan of HDR, but here it works well, I might have been tempted to tone down the red sign and red lights on the top edge as against the generally muted tones keeps dragging my eye away from the glorious water and bridge

Back to comment: A bit too much Shadows/Highlight effect for my taste but the interaction between the water and the pillars is worthy of an 8. Good job.
