Hi Ken, thanks! I don't mind the softness as much as most here might. It was just an observation.
You should be able to recreate the star(burst) effect with f/16 or more. I use Topaz Labs ReMask coupled with Topaz Labs DeNoise to only work on the sky noise, and leave the rest of the image sharp. Odd that you should get noise at 100 ISO? What camera?
