My name is Kari and I will be critiquing your image.
First impression
I think this is an interesting take on the challenge ... being a self portrait creates this. It is not in the purest form "motion blur" but it is motion blur nevertheless.
Subject
Generally when we think of motion blur we automatically think of issues such as motion panning .. this is where the subject is followed, the shot taken at that speek and the background is blurred with the subject basically freeze framed. There are a few which have choosen to follow the method that you have done ... and this works fine. My side issue is that there seems to be no story behind the shot .. no reason to stand in the middle of the street .. so it is just a little boring (to me that is not to others).
Composition
The person is extremely centered and also quite a distance from the camera .. the road acts as a leading line taking us to the back of the shot. The flare of the light behind is a big distraction, that could have been addressed through cropping.
Technicals
Colours are good ... picture is generally sharp ... except where blurred ... and that is meant to be there ...
Final word
This is a solid shot ... could do with some improvement .. but these have been mentioned ...
