Obvious use of a tripod, or any other long-term stabilization tool (1-10 *is not the score of the shot though*): 2
There's really no blurred movement in the clouds or softness in the water. And from this POV, the small waterfall isn't clear enough to see if it is silky soft. The small ripples in the water tell me the exposure wasn't very long - it could have been handheld.

Beautifully done, especially with the menacing clouds.

Obvious tripod use: For me, it's medium. An HDR shots like this is actually pretty easy to do handheld (I have done it a number of times).
